The Minamata Disaster - Minamata Disease

The Minamata Disease Disaster happen in Japan in 1956 due to illegal dumping of hazardous waste into sea. The disaster it self called as Minamata Incident, the incident occur 12 year before the official investigation conducted and arrived at conclusion as methylmercury poisoning.

The Minamata area is the area located near sea where the fishing activity carry out as commercial activity. The fishing activity is one of the cause for the biomagnificent of methylmercury and affected the people in Minamata. The maps below show the location of Chisso Factory which is dumped the mercury into river which cause Methylmercury poisoning.

   

The Chisso Plant used mercury as catalyst to produce acetaldehyde which is component of fertilizer. Chisso Plant produced the Fertilizer from the year 1907 and claimed there is no issue of mercury poisoning since 1907 until 1956 when people condemned the factory as reason for contamination.

This disaster happen due to poor waste management and chemical management. Most of the people indicate this disaster as environmental issue, however the OSHA included hazardous waste inside the chemical management which is field of Safety and Health. In Safety and Health, the incident which cause illness due to company activity is failure of Safety and Health Practitioner in highlighting the effect of company activity to owner, employees and third parties including people surrounding. This disaster shall not place as side and given to Environmental Practitioner to be rectified. The same scenario may occur in future in most of the company where Safety and Health not included in Environmental Issue.

After all this disaster effect and event, on October 2013 Minamata mercury treaty signed at UN Conferences by 140 delegates and territories to control mercury near site of Minamata.

This disaster also remind all the factory owner to properly manage chemical and dispose hazardous waste properly although you may think the effect cannot be traced or nothing to worried. In the end, there is always a way to detect the non conformance to and effect of your industrial activity. It is a duty of Safety and Health Practitioner in ensure the company manage chemical and waste properly.

How do the Methylmercury Poisoning Occur?

Mercury is a substance comes from natural and anthropogenic sources. The effect of mercury that enter oceans, lakes and river area conversion from mercury to methylmercury through bioaccumulation in aquatic food webs including fish and shellfish, the conversion also possible by aquatic biota.

Conversion of Mercury to Methylmercury and process of bioaccumulation and biota explained in diagram below.










Study conducted by Geirid Piskesjo from Institute of Genetics, University of Lund, Sweden show that Methylmercury has mutagenic and teratogenic effect on mammalian cell of cell line V-79-4.

From the studies, it is concluded that Methylmercury possess: 

Have significant effect on the exposed person and also future generation of offspring due to mutagenic effect. That is the reason why offspring from susceptible person also affected due to damaged DNA of separated during meiosis process in spermatogenis and fertilize in order to form fetus in later process. 
 Have significant effect on the exposed person and fetus in the womb due to teratogenic effect of Methylmercury. The teratogenic agent can cause Congenital Disorder such as spina bifida.

This video can improve knowledge of Safety Practitioner in term inspecting the storage tank of chemical in factory thus in a good condition and also provide advise to Management if existing and new chemical storage tank installed in factory does not have sufficient safety features. The design and safety features of Installation shall complied and priorities. Commonly the design and HAZOP study mainly used in Oil and Gas Industries to improve the installation and improve safety features. However, some of chemical plant does not have HAZOP study thus this plant should demonstrate installation in factory able work safely and comply with design requirement for Major Hazard Installation.

World Worst Chemical Plant Disaster...Bhopal Pray For Rain

Chemical Plant Disaster.....Killed 15 000 People Over Years

Chemical Industries should learn from disaster that occur in world wide since 1970. One of the example is a chemical plant disaster that occur 30 years ago which is Union Carbide owned Chemical Plant in Bhopal, India. The tragedy of MIC gas release should be put as example due to Employer and Employees did not cooperate and take appropriate corrective and preventive action. Throughout the investigation, there are several issue and incident has been occur before the worst disaster MIC gas release. However, due negligence and business based oriented thinking cause the employer to cut the cost should be considered as one of the issue remain question even today in safety for most of the companies. 




Well, in term of business, the profit is the main reason why the chemical plant operate. However, as Safety and Health Practitioner it is necessary to point out, that is a responsibility of every employees to ensure the budget in term maintenance of safety features and others related to safety should be continued although the business revenue is decrease due to slow economic growth in global. While, the employer should know that business growth together with good safety practice always is the best. After all, the hidden cost behind the incident and disaster can be avoided. 

Employer should aware hidden cost always there when incident or disaster happen.

Here is several key point should be noted by employer:

1. Hidden Cost - Loss in Production, Medical Claim, Compensation, Work Stop Order.
2. Loss in Income - The victim family loss the income.
3. Nation - Loss skilled worker.
4. Investigation - The incident will cause investigation from government bodies, enforcement bodies, and journalist.
5. Time is money - Most of the Management level involved in project or business need to spend their time in investigation process, rectification process and etc.
6. Corrective action will spend much money to implement safety after incident compared to initial stage. - The action need to be taken with fast pace, while mostly the interested parties or engaged parties will charge extra and act as opportunist. 
7. The fact of company name tarnished in national media and record with government agency cannot be erased forever. 

I still can find articles from The New York Times even today. The name of Union Carbide will remain tarnish in media. Think about possible investor, do you think they will invest in company with bad reputation. The answer is simple...definitely NO! . Thus, Safety First should not only act as slogan but also must implemented and as priority even during slow business growth.
